Adding an ADU or Guest House in Southwest Florida: Costs, Permits, and ROI

Everything you need to know about adding an accessory dwelling unit or guest house in Fort Myers, Naples, or Cape Coral — what's allowed, what it costs, and whether it makes financial sense.

An accessory dwelling unit (ADU) — a detached or attached secondary dwelling on the same lot as a primary home — is one of the most financially compelling additions you can make in Southwest Florida. The combination of strong rental demand, high seasonal short-term rental rates, and rising property values makes an ADU a genuine income-producing investment.

But the rules, costs, and ROI vary significantly depending on your municipality, lot size, and zoning classification.

What Is an ADU? (And What It Isn’t)

For the purposes of this guide, an ADU is a separate, self-contained dwelling unit on the same lot as a primary residence. It has its own kitchen (or kitchenette), bathroom, sleeping area, and entrance.

Common ADU types in SW Florida:

  • Detached cottage or guest house (most common, highest value)
  • Attached studio above a garage
  • Converted garage (if the conversion meets habitability requirements)
  • In-law suite addition attached to the primary home

A pool house without a kitchen is not an ADU. A bedroom addition to the main house is not an ADU.

Is an ADU Allowed on Your Property?

This is the first question to answer, and it depends on your municipality, county, and zoning classification.

Lee County (Unincorporated)

Lee County allows ADUs in most single-family residential zones subject to:

  • Minimum lot size requirements (typically 1/2 acre or larger for detached ADU)
  • Maximum ADU size (usually 50% of the primary dwelling or 1,000 sqft, whichever is less)
  • ADU must match the architectural character of the primary home
  • Owner must occupy either the primary or the ADU

The owner-occupancy requirement is enforced with a recorded deed restriction in most cases.

City of Fort Myers

More restrictive. ADUs are allowed in some RS (single-family) zoning districts but not all. The city has been expanding ADU allowances, but verify your specific parcel’s zoning before investing any planning dollars.

Cape Coral

Cape Coral allows accessory structures (pool houses, garages) but has historically been restrictive about full ADUs. The regulations are evolving — verify with the Cape Coral Planning Division before proceeding.

Collier County (Unincorporated) and City of Naples

ADUs in Collier County are typically allowed in single-family zones with minimum lot sizes of 1.14 acres. Smaller lots in Old Naples and urban Naples have separate provisions under the city’s zoning code.

In the Naples luxury market, a well-designed guest cottage is often less about rental income and more about providing private accommodations for family and guests — a significant amenity in estate-sized properties.

ADU Construction Costs in SW Florida (2025)

Small Detached Studio (300–500 sqft)

  • Basic construction with kitchenette, bath, living/sleeping area
  • Cost: $120,000–$200,000

The per-square-foot cost for a small structure is higher than larger construction because fixed costs (foundation, HVAC mini-split, plumbing rough-in, electrical service) are the same regardless of size.

1-Bedroom Detached Cottage (500–800 sqft)

  • Full kitchen, living room, bedroom, bath
  • Cost: $180,000–$300,000

This is the most popular ADU size in SW Florida — large enough to be genuinely livable, small enough to be economically viable.

2-Bedroom Detached Guest House (800–1,200 sqft)

  • Full kitchen, living area, 2 bedrooms, 2 baths
  • Cost: $280,000–$450,000

At this size, the ADU is a genuine second home on the property. In Naples, these guest houses often include outdoor shower, lanai, and premium finishes to match the primary residence.

What Drives Costs in SW Florida ADU Construction

Hurricane standards: Lee and Collier County are in High Velocity Hurricane Zones (HVHZ). All new construction must meet impact window, roof strapping, and structural requirements that add significant cost compared to non-coastal construction.

Utility connections: Adding water, sewer, and electrical service to a detached structure requires coordination with the utility and often involves impact fees and connection charges. Expect $15,000–$40,000 for utility connection to a detached ADU.

Site work: A detached guest house requires grading, a driveway or path, and landscape work beyond the structure itself.

Permitting timeline: Full ADU permits in Collier County run 12–20 weeks. Lee County is typically faster (8–14 weeks) but still significant.

ROI: Does an ADU Make Financial Sense?

Long-Term Rental Income

A 1-bedroom guest cottage in Fort Myers rents for $1,400–$1,900/month on a long-term lease. At $1,600/month, that’s $19,200/year in gross income. On a $250,000 construction cost, the gross cap rate is approximately 7.7%.

Short-Term Rental Income (Airbnb/VRBO)

In markets with strong seasonal demand, a detached guest cottage with a private entrance can generate $2,500–$6,000/month on short-term rental platforms during season (November–April) and $1,200–$2,500 in summer. Gross annual income: $40,000–$70,000. At that level, the math on even a $350,000 construction cost becomes compelling.

Naples Luxury Context

In Naples, a beautifully designed guest cottage on a property above $3M is not primarily a rental play — it’s an amenity that supports the sale price of the primary home. Buyers in Grey Oaks or Mediterra value private guest accommodations at 1.5–2x the construction cost in their purchase price analysis.

Frequently Asked Questions

Can I rent an ADU on Airbnb in Fort Myers? Subject to your local zoning, HOA rules (if any), and Florida’s vacation rental regulations. Lee County does not currently ban short-term rentals at the county level, but individual municipalities and HOAs can restrict them.

Do I need an architect for an ADU permit in Lee County? Structures over 1,000 sqft or with certain structural elements typically require engineer-stamped drawings for permit. Smaller structures can sometimes use pre-engineered designs. Discuss with your contractor early in the process.

Can I convert my garage to an ADU? Possibly. In Lee County, a detached garage can often be converted with proper permitting — you’ll need to add insulation, proper HVAC, and plumbing if not already present. The trade-off is losing your garage, which affects both daily use and resale marketability.

How long does it take to build a guest house in SW Florida? From permit application to certificate of occupancy: 9–18 months for a new detached structure. The permitting and approval process is often the longest phase.
